The IOU has a 10-year contract to provide comprehensive energy efficiency and guaranteed savings to the Southwestern Virginia Training Center -- a branch of the state’s Department of Mental Health, Mental Retardation and Substance Abuse Services.  Pepco believes it can cut emissions of 4 million pounds of CO2, 30,100 pounds of sulfur dioxide and 15,300 pounds of nitrogen oxides.
