Pepco Energy Services, Inc., a wholly owned subsidiary of Pepco Holdings, Inc. (PHI) is a rapidly growing provider of energy saving solutions such as, Energy Performance Contracting, Thermal Energy Solutions, Electricity Generation and Renewable Energy.  We partner with industrial, commercial, educational, health care, and local, state and federal governments to reduce their energy consumption and expenses.  We are seeking a Manager, Project Development to join our Engineering team.  This person will be expected to direct and conduct analysis and modeling of energy efficient systems in commercial, institutional and governmental (industrial is a plus) end-use applications including heating/cooling systems, lighting, water conservation and controls.  Incumbent will also supervise engineers and consultants in the development and implementation of energy savings performance contracting projects.

PRIMARY DUTIES & RESPONSIBILITIES:

• Supervise a staff of engineers in project development
• Provide technical support to sales staff
• Assist in the proposal development process
• Develop complete and accurate scopes of work for energy efficiency improvement projects
• Prepare cost estimate for large scale projects (HVAC, Controls, Central Plants, etc.)
• Conduct technical and financial analyses for economic justification
• Coordinate system design and applications; prepare comparative arguments for best practices; develop energy solution models
• Inform and support internal and external customers on technical and cost issues
• Lead and participate in site visits, audits, project scope development, design, design review, and cost estimate
• Develop and maintain database of information and methods for solution development
• Be knowledgeable of the different measurement and verification (M&V) options
• Participate in project presentations to clients and owners
• Complete design and provide construction assistance during the implementation of the project

EDUCATION/EXPERIENCE REQUIREMENTS:

• BS or MS in Mechanical Engineering- PE required
• Minimum of 10 years of experience in design and application of energy efficiency and energy management
• 4+ years of management experience
• Experience with HVAC and temperature controls, building simulation programs and methodologies, Lighting and water conservation
• Deep knowledge of M&V procedures and implantation
• Must be a self-starter with ability to handle multiple projects simultaneously
• Must have effective communication skills.  Will be expected to work with clients, legal, construction, accounting, and at all levels of the company
• Computer skills in Excel, Word, and Microsoft Project and building simulation software: Visual DOE, Trace, Carrier E20, etc…
